Tax Software As Kim Jenkins prepares for tomorrow night's planning board hearing involving Christ Church, there is one issue she is researching -- and encouraging others to research -- in particular: the environment.

Software Tax With new state stormwater regulations going into effect next month, many in Rockaway Township who oppose the 5,000-member Montclair church's plans to build a campus on the former Agilent Technologies headquarters believe environmental issues will stall the church's application.

Help Tax The rules, which go into effect on Feb. 2, bar any development within 300 feet of the state's most pristine, or Category 1, bodies of water. Towns can reduce the buffer to 150 feet if they develop stormwater-management plans.
For 2007 some new tax rules when into effect. These new rules require written documents from the charity or a bank record, such as a cancelled check, for cash contributions of any size. This means you'll need to save ALL those receipts, not just the larger donations. Purchase a small plastic envelope to gather those small donations throughout the year. Also, consider writing checks for contributions over $250 because special rules apply for larger amounts. Ask your tax professional about the required documents.
Ernst Ernst Guide Guide Tax The Beaver Brook and Hibernia Brook both run through the tract that Christ Church wants to build on, and both run into the Boonton Reservoir, which is a Category 1 body of water. On the church's plans, the proposed development appears to be inside the 300-foot limit, but it is unclear how the new regulations would function with the Agilent site, because it would not all be new development.
Tax Return The rules also require that developments be designed so that 100 percent of the rainfall is absorbed into the soil rather than running off into nearby sewers or bodies of water.
Return Tax Christ Church is under contract to buy the former office complex off Green Pond Road and is seeking approval for a campus that would include a 3,000-seat sanctuary, a kindergarten-through-fifth-grade school, recreational fields and a fellowship hall. The campus would be built in two phases.
Guide Guide Master Master Tax According to an environmental impact statement on file with the planning board, the second phase of the project would increase the impervious surface area from 16.3 acres to 24.6 acres.
Tax Preparation Some residents in Rockaway Township are opposed to the development because they believe it will increase traffic and does not fit with the township's master plan. Some residents are also concerned that Rockaway would lose $600,000 in tax revenue each year because church property is exempt from taxes.
Preparation Tax The loss of tax revenue is not sufficient reason to deny Christ Church the right to build. But residents like Jenkins, one of the founders of Voices of Rockaway Township, believe the new state laws could force Christ Church to rework their plans.
Employer Tax Guide Mayor Louis Sceusi, who also sits on the planning board, said Christ Church faces difficult, but not insurmountable, environmental restrictions.
Tax Services "With all environmental issues there are oftentimes remedies for those," Sceusi said. "The question is how expensive those remedies will be and whether they create prohibitive costs."
Services Tax Ireland declined to say how the church would deal with stormwater regulations and other issues. He said the church's site engineer would address those questions at tomorrow night's meeting.
Master Tax Guide "It doesn't affect us negatively," Ireland said. "Our experts, they have been on top of this for over a year."
