Millions Sought For NJ Roads

Frank Lautenberg. Spokesmen for several others said they wouldn't comment because they haven't seen specific proposals. One of those was Rep. Scott Garrett, a Republican from Wantage, who has a long history of opposing tax increases.

Preparation Tax Rep. Rush Holt, a Hopewell Township Democrat, said he thinks more money is needed for transportation, but he called gas taxes "regressive" and said Congress needs to find more creative ways to raise money.

Employer Tax Guide An increase in the federal rate would have no bearing on state gas taxes. New Jersey charges 14.5 cents per gallon of gasoline on top of the federal levy.

Tax Services Young also is floating a proposal that would automatically raise the gas tax each year based on the rate of inflation. If consumer prices overall rose 1 percent in a given year, so would the gas tax rate.

Services Tax Most Garden State lawmakers don't like that idea, either. But Andrews, who opposes a straight tax increase, said "indexing" the gas tax to inflation makes sense because it would allow road spending to keep pace with annual increases in the cost of supplies and labor.

Master Tax Guide But Frelinghuysen, Ferguson and Rep. Jim Saxton of Mount Holly are opposed to any kind of increase in the current economic climate. So is Lautenberg, who says there's no point in charging Garden State motorists more money when a sizable portion doesn't even come back to New Jersey.

Tax Attorney For every dollar collected in federal taxes at the gas pump, New Jersey gets back about 87 cents, according to a coalition of states that is seeking to increase the minimum amount each state would get.

Attorney Tax The Bush administration is proposing to spend $247 billion over the next six years. Most of that is formula funding that would go straight to states and localities that decide where to spend their share. The current six-year program is about $218 billion.

Guide Law Tax Young is proposing a six-year package totaling $375 million - a dramatic increase that would be fueled largely by the proposed tax increase.

Tax Accountant In trying to sell Young's plan, Transportation Committee staffers point out that New Jersey would get nearly $7.2 billion over the next six years under the plan - $2.6 billion more than the state got under the current six-year plan. They say the extra money would create nearly 32,000 jobs.

Accountant Tax New Jersey officials are wary about weighing in on how to raise the money. Kris Kolluri, chief of staff for the New Jersey Department of Transportation, said the state will defer to the delegation on that issue. But he says there's one general point of agreement.

"We're at capacity or over capacity in all respects. There's no doubt that the current level of funding is not going to be sufficient to meet all our transportation needs."
