Bordentown Twp. Hones Open Space Acquisition Plan

Tax Software Members of the township's Open Space Advisory Committee met with the governing body Monday night to review an "Open Space Concept Plan" that would serve as a guide to protecting the local environment, preserving the community's rural character, and meeting residents' needs.

On Nov. 4, Holmdel residents will be asked to approve an increase in the open space tax of 60 percent, from 2.5 centers to 4 cents. The reason stated in the question is "to raise revenues for acquisition, preservation, maintenance and improvement of lands for open space, conservation, recreation and farmland preservation and historic reservation." This tax should not be approved until a need is justified.

Software Tax The advisory committee's plan, which is still in the early stages of development, will be instrumental in efforts to update the land use elements of the township's master plan, according to Mayor George Chidley.

The township' space tax of 3 cents on each $100 of assessed property value. The owner of a home assessed at $132, 133, the township average, pays about $ space taxes. Last year, township officials said they expect to spend $10 million to preserve about 348 acres of open space and farmland. Roselli said the Township Committee hopes to act soon on preserving another parcel where the developer has preliminary Planning Board approval to build 125 homes. Chesterfield road, s he said.

Voters are being asked to create an open space, recreation and farmland preservation fund. The issue before voters is a proposed expansion of uses of already approved local open space dollars, to add farmland preservation, maintenance of open space, and paying off open space preservation debt. Residents are being asked to allow the township council to double the open space tax, which could raise a potential $248, 000 next year.

Tax Help The mayor said the open space elements of the master plan ultimately would include input from the environmental commission, the planning board, the township committee and the public.

If there's one thing N.J. voters respond to, it's open space. They love the concept so much that, despite already hefty tax burdens, they routinely voluntarily raise their taxes to buy more space. Tuesday was no exception, as a number of communities gave their OK on referendums to purchase and preserve open space. Keeping this property free from development certainly is one way to curb sprawl, but it's expensive. And, at some point, there will be no more space to either preserve or build on.

Help Tax "It's still very much a discussion document and as we get further along those refinements will be put into place," Chidley said.

Tax Return The county and state support open space preservation by helping to pick up the tab for land acquisitions.

Return Tax Chidley noted that the township is in the process of applying for funds to preserve 14 acres of open space off Dunns Mill Road.

Tax Preparation During the past year, the Open Space Advisory Committee has surveyed residents, reviewed maps, and walked vacant properties, environmentally diverse properties and historic sites in the township to assess their potential for open space preservation, and more specifically, for a multipurpose greenway or greenbelt through the community, according to the concept plan.

Preparation Tax The proposed greenway would be a "linear park" that would serve as a trail system and provide access to recreation areas and parks in the municipality that has been divided by the major roadways, railways and waterways that cut through it.

In the future, the committee will address "neighborhood parks and how to connect them to the greenway," as well as identify "other environmentally sensitive land that should be protected that is not within the proposed greenway," according to the plan. Chidley said township officials would seek input from the public when it comes time to design the parks.

Tax Services "Most people want passive recreation, bike trails, walking trails, areas to take the kids to play Frisbee and picnic," he said. Township voters showed their support for preservation in the municipality in 1999 when they passed a referendum creating a municipal open space preservation tax of 3 cents per $100 of assessed property value. The tax generates about $150,000 per year in preservation funding.
