Tax Help Texas, Florida and Michigan are leading the donor state campaign to increase the higher guaranteed return, according to a report by New York University's Rudin Center for Transportation Policy & Management. They are among 14 members of the States' Highway Alliance for Real Equity or SHARE.

"Each state has its individual reasons for setting rates, but when you look at the rates across the country, it's hard to make reason out of how states choose their consumption taxes, " said CCH State Tax Analyst Dan Schibley, JD. Ernst Ernst Guide Guide Tax If the 95 percent return for highway funds becomes law, New Jersey actually would get an additional $57 million in federal highway aid, according to the Tri-State Transportation Campaign.

"At the top of the list, Wyoming received more than four times the national per capita average from 1996 to 2000. From the per-capita perspective, the largest states generally fared poorly, with Florida, New York and California receiving the lowest per-capita levels of federal highway funding."

Employer Tax Guide In mass transit New York received the highest per capita level of federal support at $225 - nearly three times the national average - and New Jersey received the second-highest level from 1996 to 2000 with $204 per capita, the report said.

Tax Services But if you're thinking that New Jersey should hop on SHARE's bandwagon, first consider this: The gas tax lottery is a zero-sum game. New Jersey would surely get less mass transit aid if places such as Louisiana, Arkansas and Oklahoma started grabbing more funds.
