Essex County Releases Recreation and Open Space Master Plan

Tax Software The Essex County Recreation and Open Space Advisory Board announced today that the Recreation and Open Space Master Plan has been completed, and will be presented to the public at five locations in December and January.

Voters are being asked to create an open space, recreation and farmland preservation fund. The issue before voters is a proposed expansion of uses of already approved local open space dollars, to add farmland preservation, maintenance of open space, and paying off open space preservation debt. Both freeholder candidates supported the referendum, but neither campaigned actively for the ballot question.

Tax Preparation ESSEX COUNTY RECREATION AND OPEN SPACE BACKGROUND

Preparation Tax In 1998, Essex County voters approved a referendum to create a stable source of funding for improving the County parks and preserving open space. The Essex County Recreation and Open Space Advisory Board was established to create a master plan that would focus on public concerns with the future of the County parks and the preservation of open space. The plans primary intent is to restore the Essex County Park system to its former glory, and to assist in responding on the municipal level to the increasing needs of the public for recreation and open space.

Employer Tax Guide At the turn of the nineteenth century, Essex County established a visionary public program that created the first county park system in the United States. The parks were sensitive to the natural world and the human need to recreate out-of-doors. The parks system was designed by the celebrated masters of American park design, Frederick Law Olmsted and his sons. Twenty of the Countys twenty-six parks and reservations are the product of their creative genius. The vision of the founders of the Essex County Park system established public parks that were considered the finest in the land. However, many of the fine features and landscapes were impaired or lost in the rapid intensification and development of cities and suburbs.

Tax Services Planning began in 2000, which included a public outreach program of open public hearings and community surveys to solicit the input of County residents and interested groups. The planning program compiled an inventory of the existing public and private outdoor recreation areas and open space resources within the County. The management structure, operation, resources and budget of the County Park System were reviewed and assessed. A review of the historic Olmsted plans was undertaken, and each County Park was inspected to identify its condition and improvement needs.
